It is not recommended to use an unshielded patch panel with shielded cable and keystone jacks. Shielded communications cable necessitates a ground path for its shield to function correctly. 

Failure to properly bond shielded communications cable will result in a "floating" cable shield, potentially leading to the formation of errant EMI/RFI and ESD with no means of dissipation to ground. 

Consequently, it is imperative to always utilize shielded patch panels and keystone jacks with shielded communications cable, and the shielded patch panel must be properly bonded to the AC ground system.
